What is the purpose of the POA?
Simply, our POA exists for three key reasons:
Covenant enforcement (property value preservation)
Insurance & maintenance of common areas
Fostering a sense of community
Can't we just abolish the POA?
Abolishing the POA would theoretically be possible, but would incur significant legal fees and would have to be approved by 80% of residents. Based on feedback we frequently receive, far less than 80% of residents want to see the POA abolished. Abolishing would also require the city to assume ownership and maintenance of the common areas, which is not something the city desires.
Who is on the board?
The board is elected yearly at the annual meeting. You'll be informed about the annual meeting with a letter several weeks in advance. If you are behind on your dues, you are not able to vote for the board members. Anybody living in the neighborhood/association may serve on the board.
How much money does the board make?
Nothing. Board membership is voluntary and no financial compensation is provided for board members.
Why do we need a board?
Because of the way the developer established and filed the paperwork, we are required to have a board as we are an Arkansas Corporation. Boards require a president, secretary, and treasurer. The board may have additional members and roles beyond those three.
What are the parking rules?
Residents are only allowed to park on the street for brief periods of time. Guests may utilise street parking. No long-term parking on non-concrete areas of your property can occur (including recreational vehicles).
Yard Maintenance
Grass must be kept mowed, and the POA can mow any yard without warning when over 75% of the visible yard is taller than 10". The homeowner will be charged the cost of this mowing.
Trash Cans
Trash cans should not be left out beyond the day of trash collection. The covenants state that trash cans should not be visible from the street.

What are the "common areas" that the POA is maintaining?
We have three common areas: the two retention ponds located along Forest Drive and the brick monument on Morningside.
What is required to "maintain" these areas?
Since all members of the POA (all homeowners in Morningside Phase 1) are also co-owners of the common areas, the board pays to insure the ponds against injury/liability should someone be hurt in those areas. We also pay to keep them mowed to keep them compliant with our covenants (10" max height of grass) and functional as stormwater mitigation devices.
